Not suitable for under foundation

I bought this yesterday, I viewed the internet and looked for something suitable for under foundation moisturizer and found this one. Used it this morning, waited 10 mins before applying Loreal True match foundation and it balled up into white streaks and made my foundation look terrible. The only good thing about it was it was fragrant free.
